Gordon Brown may have had to adjust his economic forecast upwards - from 2.25 per to 2.75 per cent - due to the stronger than expected performance of the economy, and he may well have hailed that “in no other decade has Britain's personal wealth - up 60 per cent - grown so fast,” but he still managed to release a pre-budget report that while not taking a big bite, could nonetheless nibble away at the earnings of the average man on the street.
